Custom Written Safety Programs & Health and Safety Policy Manuals

Employee signing a document

Written safety and health policies are the foundation of your safety program. The Safety Pro Group writes custom written safety programs and a complete safety policy manual for Ohio employers. We build them around how your company actually works, so they meet OSHA requirements and get followed in the field.

A binder that sits on a shelf doesn’t protect anyone. Your health and safety policies need to tell supervisors and employees exactly what’s expected, train them on it, and prove it when a client, insurer, or OSHA inspector asks.

What a Strong Written Safety Program Does

Building a safety culture starts with everyone understanding their role. A well-written program:

Keeps you compliant with the current OSHA regulations that apply to your work.

Shows management commitment to safety, in writing and from the top down.

Defines responsibilities for owners, supervisors, and employees, so nothing falls between the cracks.

Sets your training requirements, including who needs what training and how often.

Supports contractor prequalification with the documentation clients ask for on ISNetworld, Avetta or Veriforce (PEC), CCS, and PowerAdvocate.

OSHA Required Written Programs

Federal OSHA doesn’t require one general safety manual from every employer. Many individual standards, though, require a specific written program when the hazard is present at your workplace. Common examples include:

OSHA Required Written Programs
Written programOSHA standardWhen it applies
Hazard Communication Program29 CFR 1910.1200(e) / 1926.59Employees are exposed to hazardous chemicals
Emergency Action Plan29 CFR 1910.38Required by another standard; must be written with more than 10 employees
Fire Prevention Plan29 CFR 1910.39Required by another standard; must be written with more than 10 employees

Respiratory Protection Program29 CFR 1910.134Respirators are required
Bloodborne Pathogens Exposure Control Plan29 CFR 1910.1030Occupational exposure to blood or other potentially infectious materials
Permit-Required Confined Space Program29 CFR 1910.146 / 1926 Subpart AAEmployees enter permit-required confined spaces
Silica Exposure Control Plan29 CFR 1926.1153Construction tasks that create respirable crystalline silica
Fall Protection Plan29 CFR 1926.502(k)Conventional fall protection is infeasible for certain construction work
PPE Hazard Assessment (written certification)29 CFR 1910.132(d)All general industry workplaces that assess PPE needs

We identify which OSHA written programs apply to your operations and write each one, along with the company-wide policies that tie them together.

How We Build Your Safety Policy Manual

We Meet You On Site

Our staff sits down with you at your workplace to learn your operations, your crews, and your culture. No two companies are alike, and your written programs shouldn’t be either.

We Find the Gaps

We review your existing policies, your hazards, and your client requirements, then list what’s missing, outdated, or out of compliance.

We Write Your Company Safety Manual

We write a complete company safety manual: your general safety policy, the specific OSHA written programs that apply, and supporting procedures. Where it helps, we pair procedures with job safety analyses for high-risk tasks.

We Roll Out, Train & Track

Policies only work when people know them. We help you roll each policy out through safety training and your new employee safety orientation. With the Safety Professionals App, employees read and sign off on policies through Policy Acknowledgements, and every current version lives in your online Company Policies Archive.

We Keep It Current

Regulations, equipment, and job scopes change. We review your manual at least once a year and whenever your operations change, so your program never falls out of date.

Why a Written Safety Plan Template Isn’t Enough

A free written safety plan template can be a starting point. It can’t tell you which standards apply to your work, and it won’t match your actual procedures. When a program says one thing and your crews do another, an inspector sees that gap immediately. A custom program written for your company closes it.

Construction Safety Manuals & General Industry Programs

Employee filling out a form

We write construction safety manuals for general contractors and trades, including HVAC, plumbing, electrical, roofing, excavation, and utility contractors, and safety programs for manufacturers, warehouses, and service companies. Ohio businesses we work with include employers in Cleveland, Columbus, Cincinnati, and Akron. Many also need a written substance use policy for the Ohio BWC SUPR Program, and we can write that as part of the same project.

Does OSHA require a written safety program?

Federal OSHA doesn’t require one overall safety manual for every employer. Many standards do require specific written programs, such as Hazard Communication, Lockout/Tagout, and Respiratory Protection, when those hazards are present. Clients and prequalification platforms also commonly require a written safety program before they’ll award work.

A typical manual includes your safety policy statement and management commitment, roles and responsibilities, training requirements, incident reporting, disciplinary policy, and each OSHA written program that applies to your operations.

Review your policies at least once a year and whenever you add new equipment, chemicals, job types, or locations. Some standards, such as Bloodborne Pathogens, require an annual review.

Yes. We write programs to meet the review requirements of ISNetworld, Avetta, Veriforce (PEC), CCS, and PowerAdvocate, and we can manage your submissions. Learn more about our help with ISNetworld, Avetta or Veriforce.
