DOT Requirements

The U.S. Department of Transportation (DOT) is the federal agency that enforces the rules governing the operation of commercial vehicles.  One of the specific requirements of the DOT is that your company provides a Drug Free Safety Program which includes compliance guidelines for drug testing and education.  At The Safety Pro Group, our Drug Free Safety team will provide your company with the drug testing and educational services that are required to meet the DOT compliance standards.

The Pipeline & Hazardous Materials Safety Administration or PHMSA

PHMSA monitors and enforces compliance with pipeline safety regulations to protect people and the environment from the risks of hazardous materials transportation. The PHMSA follows the DOT’s drug and alcohol testing program as a way to prevent accidents and injuries caused by substance abuse.

All contractors and subcontractors working on a pipeline site must have an anti-drug and alcohol misuse prevention program in place and must conduct drug (Part 199, Subpart A) and alcohol (Part 199, Subpart B) testing in accordance with the regulations.  Testing should include pre-employment, post accident, random, reasonable suspicion, and return to duty.   The drug testing numbers and results are to be reported semi-annually.

Federal Motor Carrier Safety Administration or FMCSA

  • The minimum annual percentage rate for random alcohol testing shall be 10 percent of the average number of driver positions.
  • The minimum annual percentage rate for random controlled substances testing shall be 50 percent of the average number of driver positions.
  • The selection of drivers for random alcohol and controlled substances testing shall be made by a scientifically valid method, such as a random number table or a computer-based random number generator that is matched with drivers’ Social Security numbers, payroll identification numbers, or other comparable identifying numbers.
  • Each driver selected for random alcohol and controlled substances testing under the selection process used, shall have an equal chance of being tested each time selections are made.
  • Each driver selected for testing shall be tested during the selection period. The Safety Pro Group will assist you with your DOT drug free program, CDL driver qualifications, and drug testing needs to remain in compliance with FMCSA regulations.

The FMCSA’s  primary mission is to reduce crashes, injuries and fatalities involving large trucks and buses.  To carry out this safety mandate, FMCSA recognized the need for a drug and alcohol free transportation industry, and in 1991 passed the Omnibus Transportation Employee Testing Act, requiring DOT agencies to implement drug and alcohol testing of safety-sensitive transportation employees.  Every employer shall comply with these requirements, and every driver shall submit to random alcohol and controlled substance testing as required.
